The United States and Russia (then the Soviet Union) managed to avert numerous crises during the Cold War, but this required talking to each other and the understanding that no one wins a nuclear war. Although the Cold War between the United States and Russia ended 25 years ago, that doesn’t mean that America’s nuclear nightmares are over. North Korea’s nuclear weapons program didn’t develop overnight, nor will it disappear overnight. Reducing the risks of nuclear confrontation will require patience (yes!), creativity, and the ability to seize opportunities to de-escalate tensions.
